The NEURC has taken over the electricity market: are prices being manipulated?

The National Energy and Utilities Regulatory Commission (NEURC) has launched a preliminary investigation into possible market manipulation in the wholesale electricity market. The inspection covers August and September 2025. This was reported by "Komersant Ukrainian" with reference to the NEURC press service.
Reason for the inspection
According to the regulator, the basis for the inspection was the results of monitoring the market behavior of participants, as well as appeals regarding possible violations.
The investigation is carried out in accordance with clause 3.3 of the Procedure for Investigating Abuses and Other Violations in the Wholesale Energy Market, approved by NEURC Resolution No. 1756 of September 26, 2023.
“The NEURC is conducting a preliminary investigation into possible abuses in the wholesale energy market in August and September 2025,” the statement said.
What will be checked
The regulator is focusing on price fluctuations on the day-ahead market in August and September. The NEURC must find out whether these fluctuations were caused by objective factors or indicate possible manipulation by individual market participants.
If signs of abuse are confirmed, the NEURC will have the right to initiate a full investigation with further sanctions against the guilty parties.

The NEURC’s preliminary study is part of the systemic control over the transparency and stability of the Ukrainian energy market. The purpose of the inspection is to ensure fair electricity prices and prevent abuses that could affect the economy and consumers.
