Fewer notaries, more workload: how the profession is entering a phase of staff depletion

Despite an 11% decrease in the number of notaries in Ukraine since the start of the full-scale war, the workload of those who remain in the profession is growing rapidly.
According to Opendatabot, as of today, there are 5,823 active notaries in the Register of Notaries, hundreds less than in the pre-war years, "Komersant Ukrainian" reports.
The geography of the profession remains unchanged: almost every fifth notary works in Kyiv – 1,282 specialists. Dnipropetrovs’k and Lviv regions are almost equal in terms of the number of notaries, with 447 and 446 specialists, respectively, while Odesa and Kharkiv regions are also among the five largest regional notary centers.
Gender gap in workload
Despite the fact that women predominate in the profession – 82% of the total number – it is men who have more work to do. A male notary uses an average of 992 forms per year, while a female notary uses 702. The national average is more than 60 notarial forms per month per specialist.
But regional differences are significant. In the Cherkasy region, one notary has 1,287 forms per year, which is the highest workload in Ukraine. The figures are almost the same in Zhytomyr, Khmelnytsky, and Vinnytsia regions.

Demand dynamics and consequences of the reduction of the profession
The total number of notarial acts is decreasing: in the first half of 2025, 3.44 million forms were used – 5% less than last year and 25% less than in 2021.
Despite this, the number of notaries is declining faster than demand. In August, there were 5,845 professionals, and now there are 5,823. The decline is becoming systemic: veterans are leaving the profession, and new staff is coming in more slowly.
