New initiative: combatants will have priority in employment

The Verkhovna Rada Committee on Social Policy and Protection of Veterans’ Rights has approved in the first reading an updated draft law No. 13180-d, authored by members of the same committee. This document provides for the creation of a mechanism for employment and income support for demobilized combatants, including veterans with war-related disabilities, "Komersant Ukrainian" reports.
The key innovation of this bill will be the abolition of interviews when hiring veterans for civil service. Until full-fledged competitions are restored, it is proposed to automatically employ combatants for vacant government positions upon application if their education meets the requirements.
Main goals of the initiative
According to the explanatory note, the draft law is aimed at solving the following key tasks
- employment of demobilized veterans;
- introduction of a targeted budget program: payment of a monthly stipend as an element of compensation policy for lost income;
- establishing a priority right for veterans to hold positions in case of equal results of competitive selection.

Changes in legislation are envisaged
The document provides for the modification of several laws. The Law “On the Status of War Veterans” will include a provision on facilitating the employment of demobilized veterans and a mechanism for monthly payments for two years after demobilization when they are employed in the public or private sector.
The Law “On Civil Service” will be supplemented with provisions on the priority right of veterans in case of equal competitive results, the abolition of mandatory interviews and foreign language requirements for this category of citizens.
Separately, the Law on the Legal Regime of Martial Law proposes to introduce automatic appointment of veterans to vacancies corresponding to their education upon application until standard competitions are restored.
Duration and funding
The draft law is intended to be in effect for five years. However, according to the Judicial and Legal Newspaper, the government warns of the need for additional budgetary expenditures, and the Ministry of Finance does not support the committee’s proposals.
