New DOT-Chain system in the army to improve food supply. What do we know?

ANALYSIS FROM The State Logistics Operator presented the DOT-Chain system. The goal is to improve the food supply procedure in the Armed Forces. What will change and when, "Komersant Ukrainian" found out.
The DOT-Chain system is a website where food unit heads will be able to submit applications for food in an electronic system. Currently, DOT-Chain is being implemented for food supply. But its functionality may be expanded in the future.
- The system allows communication with suppliers and the DOT.
- DOT-Chain should reduce bureaucracy and speed up logistics by simplifying the process of delivering products from the supplier to the military unit.
What problems should DOT-Chain solve?
The total budget for the procurement and supply of food for the Armed Forces of Ukraine is UAH 96 billion a year. And the issue of how to use it efficiently is a pressing one.
- Switching to digital documents to optimise the work of the military, as military units generated about 30,000 paper documents every week, which slowed down their work
- Launching quick approvals to speed up the process of delivering documents through the electronic system
- Fast payments, which creates more favourable conditions for suppliers.
- Optimisation of data exchange. The information from the system is used by the Ministry of Defence, which allows it to adjust the needs of the military based on up-to-date data on requests and deliveries
How will DOT-Chain work?
The head of the food unit will create an application through a personal account in the DOT-Chain system.
The signed application is sent to the DOT, where an order is generated and immediately visible to the supplier.
In the system, orders can be viewed and edited online. The supplier and the military can agree on the details of the order directly through the system. The goods will be conveniently categorised.
The requisition process is completed by signing the waybills. Each invoice is signed by a representative of the military unit and the supplier using an electronic signature.
According to Deputy Minister of Defence Dmytro Klimenkov, the DOT-Chain system also reduces the impact of the human factor on the process.
“There is no need for hundreds of people to carry documents from place to place and fill in outdated plates. Our team is working not only on the digitalisation of supply, but also on the entire logistics infrastructure,” Dmytro Klimenkov
The presented DOT-Chain system is similar to the one used in the UK – the Defence Equipment and Support Agency.
