New light for the power system: “Ukrenergo has determined the winners of the tender for the construction of generation after the government’s restart

The Commission of NPC Ukrenergo has completed the tender for the construction of new generating capacities and recognized 13 projects from 7 companies as the final winners. The decision was made on December 30, after the government made changes to the tender procedure that unblocked the process, "Komersant Ukrainian" reports.
After the protocol is published, contracts are planned to be signed with the winning companies.
Who will build and where
The winners were determined in two zones – priority and non-priority.
Priority zone (regions most vulnerable to generation shortages):
- PrJSC Kryvyi Rih Cement – three projects with a total capacity of almost 28 MW in Dnipropetrovska oblast
- Agrodar J V – 16.1 MW in Chernihiv region
- LLC “Agroholding Radosvit ” – projects in Kyiv and Chernihiv regions with a total capacity of more than 80 MW
Non-priority zone:
- Power One LLC – two projects of 9.2 MW each in Zakarpattia region
- Magnat Energo LLC – 79 MW in Ivano-Frankivsk region
- Agrodar J V – 63.2 MW in Ivano-Frankivsk region
- North Land LLC – 6.9 MW
- Stantsiya Industrialna LLC – 25 MW
Who was not allowed
The Commission rejected the projects:
- PJSC “Ukrnafta”
- Inzhur Energy LLC
- Dalort LLC
The reasons for the rejection were not publicly disclosed.
The tender for the selection of new generating capacities has become one of the key tools for restoring and decentralizing Ukraine’s power system after the massive attacks by Russia. The priority zone covers most of the regions that are regularly attacked or risk electricity shortages.
Previously, the competition was at a deadlock:
- in April 2025, 19 projects were shortlisted for the final,
- but the results were not approved due to procedural restrictions.
Only on December 24 did the Cabinet of Ministers change the rules, allowing the new commission to complete the review of already submitted applications without a second competition.
