New and secondary housing in Ukraine is getting more expensive. Where prices are lowest and where they are highest

Over the past year, the average cost of new housing has increased by about 9% in dollar terms, and the highest price increase was in new buildings in Bukovina – by 22%. This is stated in an analytical study by DIM.RIA, "Komersant Ukrainian" reports.
Primary housing market
The only region where the price of primary housing decreased over the year – in this case by 13% – is Zaporizhzhia region, while in Dnipropetrovs’k region the price remained unchanged.
The cost per square meter in new construction increased the most in Chernivtsi region – by 22%, Rivne region – by 17%, Vinnytsia region – by 15%, Zakarpattia region – by 14%, and Volyn region – by 14%.

As of February 2025, the most expensive residential real estate was in the capital’s new buildings:
kyiv city – USD 1,340 per square meter
Zakarpattia region – $ 1133
Lviv region – $ 1098
Dnipropetrovs’k region – 1079 dollars
Kirovograd region – $1057.
The cheapest primary housing is in Zaporizhzhya ($501 per square meter), Sumy ($525), Ternopil ($653), Khmelnytsky ($681) and Chernihiv ($699) regions.

Secondary housing market
In February, the number of offers for the sale of secondary housing increased in most regions. The most active growth was in Dnipropetrovs’k, Vinnytsia and Kirovohrad regions: owners there added one and a half times more offers compared to January.
Over the past year, the average price of a one-bedroom apartment on the secondary market (in dollars) has increased the most in Volyn region – by 31%.
Next on the list of regions where secondary housing has risen in price the most are Chernivtsi region (by 29%), Zakarpattia region (by 28%), Rivne region (by 25%) and Zhytomyr region (by 16%).
There are also regions where one-room apartments have fallen in price: Kherson (by 26%), Zaporizhzhia (by 16%), Sumy (by 16%), Kharkiv (by 15%), Poltava (by 12%), Dnipro (by 7%), Mykolaiv (by 4%) regions, and the city of Kyiv (by 3%). In Odesa region, the average price of apartments has not changed over the past year.

The top 5 regions with the most expensive secondary housing are headed by the capital:
kyiv city – $90277 for a one-bedroom apartment
Lviv region – $70880
Zakarpattia region – $ 67349
Vinnytsia region – 55638 dollars
Ivano-Frankivsk region – $ 53491.
The cheapest one-room apartments are offered in Kherson ($15,000), Zaporizhzhia ($19,356), Mykolaiv ($22,488), Sumy ($2,367) and Kharkiv ($2,6559) regions.
Rental market
In February, renting a one-room apartment in Ukraine was most expensive in the capital – an average of UAH 17.6 thousand.
However, prices in different districts of Kyiv can vary significantly: from UAH 9.2 thousand for an average one-bedroom apartment in Desnianskyi district to UAH 23 thousand in Pecherskyi district.

Dnipropetrovska oblast ranks second in terms of the average cost of one-room housing. Here, owners ask for almost UAH 14 thousand per month for renting a one-bedroom apartment.
The data on search queries in the rental section show that the interest in housing has increased the most in Kirovohrad, Zhytomyr, Volyn and Ternopil regions. At the same time, a decline in demand was observed in Zaporizhzhia, Mykolaiv and Rivne regions (by 21-27% less compared to January).
The price of an apartment can be calculated in annual salaries
Work.ua and the LUN service decided to compare the average cost of a one-bedroom apartment on the secondary market with the average salary in a particular region (the index of apartment prices in average salaries) and found that the fastest way to earn money for an apartment is in Kherson. A one-bedroom apartment there costs 2.8 times the local annual salary.
We calculated this at the end of 2024. At that time, the average cost of a one-bedroom apartment in Kherson was the cheapest in Ukraine – $15 thousand. At the same time, the average monthly salary in the city was UAH 19 thousand.
The cities where the highest average annual salary is required to buy a one-bedroom apartment include the following:
Lviv – 10 annual salaries
Lutsk – 8.6 annual salaries
Uzhhorod – 8.5 annual salary
Kyiv – 8.3 annual salaries.
Thus, the average cost of a one-room apartment in Lviv is $65 thousand. At the same time, the average salary ranks second (after the capital) in Ukraine and amounts to UAH 22.5 thousand per month.
In Kyiv, the average price of a one-bedroom apartment is $60 thousand, and the average salary is UAH 25 thousand.
