New diplomatic license plates in Ukraine: Who received plate number 001 instead of Russia

Ukraine has introduced a new design for diplomatic license plates, which are now olive green. This was announced by Foreign Minister Andriy Sibiga, according to "Komersant Ukrainian"

One of the most notable changes is that diplomatic license plate number 001, which previously belonged to Russia, is no longer assigned to that country. According to Sibiga, this number has now been given to diplomats from Ukraine’s key strategic partner. According to media reports, diplomatic circles believe this refers to the United States.

What exactly has changed

The main external change is the new color of diplomatic license plates. Whereas they used to be white, they are now olive green. The Ministry of Foreign Affairs explained that this was a deliberate choice: olive green is traditionally associated with diplomacy, peace, and mutual understanding, and for Ukraine, it now also symbolizes resilience and the color of the defenders’ uniforms.

The update affected not only the design but also the very logic of the system. Andriy Sybiga emphasized that the change to license plate number 001 and the redistribution of diplomatic codes reflect the new reality of international support for Ukraine and the drive to clear Ukrainian territory of Russian presence.

Who has already received the new plates

Representatives of the foreign diplomatic corps in Kyiv have already received the first diplomatic license plates of the new model. According to information from the Ministry of Foreign Affairs and the Main Service Center of the Ministry of Internal Affairs, issuance began at one of the capital’s service centers following the approval of the relevant amendments to Ministry of Internal Affairs Order No. 166.

This means that the new standard is no longer just a proposed reform but has actually come into effect. That is why this is not merely a symbolic update but a real transition to a new format for serving diplomatic missions and international organizations.

Why this decision is seen as more than just an image-building measure

The Ministry of Foreign Affairs emphasizes that the reform is not merely about image but also about security. According to Andriy Sybiga, the update brings the system of diplomatic license plates more into line with the norms of the Vienna Conventions on Diplomatic Relations and allows for a more effective response to cases of unauthorized use of special license plates.
