New export quotas to the EU: what awaits Ukrainian producers

The Ukrainian government has announced the details of an updated free trade agreement with the European Union. The updated version of the agreement was agreed earlier this week, and it sets new quotas for the export of Ukrainian goods to Europe.

This is reported by [ komersant ] with reference to a post by Ukraine’s trade representative Taras Kachka.

The Ukrainian trade representative noted that he considers the result achieved to be quite good. According to him, out of 40 available quotas, five have been liberalized, four have been partially liberalized, and four have been rearranged.

Kachka also provided a list of products for which the size of quotas has increased (the figures are compared to 2021):

  • honey – by 583.3%;
  • sugar – 500%;
  • processed starch – 500%;
  • barley meal and groats, cereals, otherwise processed – 435.8%;
  • bran, husk and residues – 386%;
  • milk powder – 308%;
  • eggs – 300%;
  • malt – 250%;
  • processed tomatoes – 250%;
  • processed sugar products – 250%;
  • starches – 244%;
  • butter – 233.3%;
  • oats – 192.5%;
  • corn – 153%;
  • milk, cream, condensed milk – 150%;
  • garlic – 150%;
  • other sugars – 150%;
  • apple juice – 150%;
  • processed butter products – 150%;
  • sweetened corn – 150%;
  • mannitol-sorbitol – 150%;
  • processed cereal products – 150%;
  • sugar syrups – 135%;
  • poultry meat – 133.3%;
  • wheat – 130%;
  • ethanol – 125%;
  • barley – 122.2%.

“In terms of actual trade volumes, 21 out of 34 quotas have a volume higher than the maximum for the period of preferences, and in 3 more quotas the volume is higher than the exports of 2024,” Kachka added.

According to him, only for three products the quotas were reduced, but the damage was minimized, and for six more quotas the volume decreased compared to 2024. The next revision of the agreement towards liberalization is expected in 2028.

Free trade between Ukraine and the EU

As a reminder, the European Union temporarily abolished duties and quotas on Ukrainian agricultural products in June 2022 after Russia’s full-scale invasion. The quotas were canceled because the Russian invaders threatened Ukraine’s traditional sea trade routes.
