New booking rules: what has changed for businesses and medical institutions

The Cabinet of Ministers has simplified the booking of employees of critical enterprises through Diia, allowed full booking of medical staff, and determined the procedure for supporting humanitarian projects. This is reported by "Komersant Ukrainian" with reference to the Ministry of Economy.
Today, January 14, the Cabinet of Ministers allowed enterprises to rebook employees through the Diia portal without having to wait 72 hours.
It is noted that the rule will be in effect from January 22 to March 1 for enterprises that have updated their criticality status. Booking of such employees will be carried out in real time.
According to the Ministry of Economy, these changes will resolve the difficulties that arose due to the 72-hour pause between the end of the previous booking period and the issuance of a new one.
The Cabinet of Ministers also allowed full reservation of employees of state-owned and municipally owned medical institutions. Previously, it was 50% of the number of persons liable for military service. These include public health facilities, institutions that carry out forensic medical and forensic psychiatric examinations, and blood centers.
The Ministry of Communities and Territories Development has been granted the right to approve the list of Ukrainian non-governmental organizations that implement humanitarian projects funded by international partners.
In order to obtain the status of a critical enterprise, it is necessary to
- prepare a package of documents in accordance with the new criteria;
- apply to the relevant Ministry or CEA;
- wait for the commission’s decision to grant the status.
The Ministry of Economy added that after a cyberattack on the registers of the Ministry of Justice on December 19, 2024, the government extended the existing reservations for one month automatically.

If a manager wants to rebook employees without waiting until February 28, he or she must
- confirm the criticality according to the new criteria;
- cancel the employee’s previous reservation;
- submit an application for booking (in this case, there is no need to wait 72 hours).
The algorithm is on the Diia portal:
- Go to the citizen’s account and select “Submit an application”
- Provide the candidates’ data for booking.
- Confirm that the employee’s salary is UAH 20,000.
- Check the application and sign it.
You will receive a notification by e-mail and in your personal account, and a successful booking will be displayed in the Employee Reserve.
