New rules for payments to internally displaced persons. Who is eligible to receive funds

The Cabinet of Ministers has approved amendments to the procedure for providing financial assistance for living expenses to internally displaced persons (IDPs). The decision provides for the continuation of payments, expanded support for children, and the possibility of reassessing assistance for certain categories of displaced persons. This was announced by Prime Minister Yulia Svyrydenko, according to "Komersant Ukrainian".

Payments will continue for another 6 months

Under the new rules for IDPs, the most vulnerable categories will be able to receive state assistance for a longer period—an additional six months. This applies to those displaced persons who require additional social protection.

“We are extending the duration of payments. Now the most vulnerable categories of displaced persons will be able to receive state support for another six months,” Svyrydenko wrote.

New conditions for displaced children

Some changes apply to children among IDPs. From now on, payments for them will be granted regardless of the family’s income level.

At the same time, it should be noted that there is an important condition. According to Svyrydenko’s statement, applications must be submitted by May 1, 2026. In this case, the assistance will be retroactively calculated, that is, starting from February 1, 2026.

Recalculation for Disabled IDPs

The government has also allowed those IDPs who are unable to work and whose benefits were previously terminated due to exceeding the permissible income level to reapply for assistance. Due to the increase in the subsistence minimum, these individuals are once again eligible for support.

“We’re talking about those whose living allowance was previously suspended because they exceeded the income limit. Due to the increase in the subsistence minimum, these individuals can now submit documents for reconsideration,” explained Svyrydenko

If an application is submitted by May 1, 2026, payments will be retroactive to January 1, 2026. If the application is submitted later, assistance will be granted starting from the month the documents are submitted.

The updated rules are intended to expand the circle of aid recipients and strengthen support for the most vulnerable displaced persons—primarily children and people who are unable to work.

It is expected that the changes will allow some IDPs to resume receiving payments or continue receiving them for a longer period amid the difficult economic situation.
