New NBU regulations: Ukrainian business simplifies currency transactions

Effective 10 September 2024, the National Bank of Ukraine (NBU) will introduce significant changes to its foreign exchange policy aimed at supporting businesses and strengthening the country’s economic resilience. The new measures include both easing currency restrictions for certain sectors and tightening control over overseas spending to prevent capital outflows. This was reported by the press service of the NBU, according to "Komersant Ukrainian"
The easing of currency restrictions covers several important areas. In particular, state-owned enterprises will be able to buy foreign currency to offset carbon dioxide (CO₂) emissions associated with aviation activities. This will help ensure uninterrupted air travel and support military and technical cooperation with European partners.
The rules for reinsurance operations are also being changed. The NBU allows all necessary payments under reinsurance contracts concluded with foreign nuclear insurance pools. This includes the payment of break-even bonuses, which is a mandatory condition of such agreements. Additionally, e-commerce companies will be able to purchase foreign currency to pay VAT in the EU on sales of goods by Ukrainian producers. This will help expand business opportunities in the European market without significantly affecting international reserves.

Tighter currency restrictions are being introduced to prevent unproductive capital outflows abroad. As reported , the NBU is setting a limit of UAH 100,000 per month for transactions involving the purchase of jewellery and precious metals using payment cards issued by Ukrainian banks. In addition, a limit of UAH 500,000 is set for real estate transactions abroad, which will help control large financial expenses and preserve international reserves.
These changes, approved by the NBU resolution of 6 September 2024, should ensure the stability of Ukraine’s foreign exchange market, support defence capabilities and promote the development of Ukrainian business in the international arena.
Yesterday , the NBU denied the information about the new limits and card blocking. At the same time, the other limit for citizens will definitely remain in force, namely the UAH 100 thousand per month limit on outgoing payments.
