New “blacklist”: Where in Ukraine Are There the Most Debtors?

As of early March 2026, there were over 9.5 million debts recorded in Ukraine’s Unified Register of Debtors. Over the course of the year, the number of debts increased by more than half a million. This is according to data from the OpenDataBot analytical platform, as reported by "Komersant Ukrainian"
As of early March 2026, over 9.5 million debts were recorded in the Unified Register of Debtors. The Register has grown by 514,360 new debts over the past year (6%).
It should be noted that the Registry is constantly updated, as cases are opened and closed daily.

Why is the number of debts increasing?
Experts note that the registry is constantly changing, as new enforcement proceedings are opened daily, and some debts are closed after repayment.
Most new debts are related to fines and administrative offenses.
What do Ukrainians owe money for most often
The most common reason for being listed in the registry remains fines for traffic violations. There are over 2 million such cases, accounting for 21% of the total number of debts.
Other major causes include:
- other administrative offenses — 1.93 million (20%)
- various levies in favor of the state — 1.65 million (17.3%)
- debts for utility services — over 816,000 (8.6%)
- court fees — 624,000 (6.6%)
- child support arrears — over 209,000 (2.2%)
At the same time, the largest category remains debts not classified under specific types—over 2.1 million cases (22%).

Why is the number of debts in the “other” category increasing?
According to private enforcement officer Andriy Avtorgov, this is due to changes in the classification of enforcement proceedings.
Specifically, some cases between individuals or legal entities that do not fall under specific categories are currently classified under “other.” This partly explains the increase in such entries.
Which debt categories are growing the fastest
The highest growth rates over the year were recorded in:
- proceedings regarding special confiscation — 63%
- cases regarding the seizure of property — 37%
This indicates an intensification of enforcement efforts regarding the compulsory seizure of assets.
Which regions have the most debtors
Traditionally, the largest number of debts is concentrated in Ukraine’s major regions.
The leaders in terms of the number of enforcement proceedings are:
- Dnipropetrovsk Oblast — over 1.05 million debts (11%)
- Kharkiv Oblast — 675,000 (7%)
- Kyiv — 667,000 (7%)
- Odesa Oblast — 585,000 (6%)
- Donetsk Oblast — 526,000 (6%).

Who most often ends up on the debtors’ registry
Statistics show that the majority of debts are held by men.
Specifically:
- men — 7.1 million cases (74%)
- women — 2.44 million cases (26%)
At the same time, one person may have several debts at once, which also affects the overall statistics.
What does the rise in the number of debts mean?
Analysts note that the increase in the number of debts may be linked to the economic situation, fines, and more active enforcement by the enforcement service.
At the same time, a significant portion of the debts remains a technical statistic, as the registry is constantly updated.
