Ukraine’s new Prosecutor General: Kravchenko is again predicted to take the post

Ukraine has not had a Prosecutor General for more than six months. After the resignation of Andriy Kostin on October 31 last year, at least three candidates were predicted to head the Prosecutor General’s Office. At present, according to the "Komersant Ukrainian"`s sources of the editorial office Ruslan Kravchenko is once again the key contender for the PGO’s post.

According to the information circulating in political and media circles, three main candidates are being considered for the post of Prosecutor General of Ukraine. In addition to Ruslan Kravchenko, there are two other influential figures whose names appear periodically on the lists of potential PGO leaders. Although there is no official confirmation of their participation in the selection, sources point to the following candidates.

Ruslan Kravchenko

The current head of the State Tax Service of Ukraine, Ruslan Kravchenko, was named the future Prosecutor General in political circles even before the dismissal of the previous Prosecutor General, Andriy Kostin. Various media outlets, citing their own sources, claimed that there were enough votes in the Rada to support Ruslan Kravchenko’s candidacy.

He was predicted to be appointed until he officially became the head of the Tax Service of Ukraine on December 31, 2024.

At the time, political and law enforcement circles said that such a career turnaround was unexpected for Kravchenko himself.

At the same time, it was said on the sidelines that the position at the State Tax Service was still “temporary,” and that the Prosecutor General’s Office had allegedly promised Kravchenko the post of Prosecutor General in the future.”

Sergiy Melnyk

Be that as it may, in early 2025, the Prosecutor General’s Office continued to consider and select candidates for the position.

According to the editorial, among them is the former Deputy Minister of Defense, General Serhiy Melnyk (General Marcel). Several MPs, speaking on condition of anonymity, said [Kommersant] that Melnyk successfully passed all interviews on Bankova Street, presented his action plan and his candidacy was approved, and a potential vote for his appointment was repeatedly discussed in the Rada, including in the relevant committee.

Moreover, on April 29, 2025, Serhiy Melnyk ceased to be the Deputy Minister of Defense of Ukraine, which was seen in law enforcement circles as “preparation for appointment.” However, this has not yet happened.

Oleh Kiper

Oleh Kiper, the head of the Odesa Regional Military District Administration, has also been repeatedly named as one of the candidates for the post of Prosecutor General. Since the beginning of last year, this information has been constantly appearing in the media, echoed by media and political telegram insiders.

However, the appointment of Kiper as the head of the PGO was hindered by the alleged lack of sufficient votes in the Verkhovna Rada. Some politicians, especially those in opposition to the government, explained this situation by “the closeness of the head of the Odesa Regional Military District Administration to the head of the Prosecutor General’s Office, Andrii Yermak.”

New Prosecutor General

According to the sources of the editorial office, the situation with the appointment of a new head of the PGO is currently under active discussion in government circles. According to several interlocutors, it is likely that Ruslan Kravchenko’s candidacy will be submitted to the Rada.

Accordingly, this should be preceded by his dismissal from the post of head of the State Tax Service of Ukraine.
