The new head of the SBU: Khmara has been granted the status of interim head

President of Ukraine Volodymyr Zelenskyy has appointed Yevhen Khmar as acting head of the Security Service of Ukraine. The corresponding decree was published on the President’s website, "Komersant Ukrainian" reports
“Head of the Special Operations Center “A” of the Security Service of Ukraine, Khmara Yevhen Leonidovych, is to temporarily act as the Head of the Security Service of Ukraine,” the document says.

Why the appointment is temporary
According to the current legislation, the appointment and dismissal of the Head of the Security Service of Ukraine is within the powers of the Verkhovna Rada of Ukraine. At the same time, during the period of martial law, the President has the right to remove an official and entrust the performance of duties to another person for a certain period of time – until the decision is made by the Parliament.
Thus, a vote in the Verkhovna Rada is required for the full appointment of the head of the SBU.
Context of personnel changes in the SBU
On the same day , the previous head of the SBU , Vasyl Malyuk, announced his resignation from the post of head of the service. At the same time, he emphasized that he would remain in the SBU system and would continue to focus on special operations.
The President also said that he had met with Yevhen Khmara, who heads the SBU’s Special Operations Center “A”. According to the head of state, the experience of Ukrainian special forces and this unit is planned to be scaled up, focusing on effective combat and special tasks.
“Rotations” in the security bloc
Vasyl Malyuk’s dismissal from the post of head of the SBU was part of the “rotation” of heads of law enforcement and security agencies announced by the president. Such personnel decisions, according to Zelenskyy, should increase the effectiveness of the security and defense sector in a full-scale war.
For now, Yevhen Khmara will serve as acting head of the SBU until the parliament makes a decision that will determine the permanent head of the service.
What we know about Yevhen Khmara
There is little official information about Yevhen Khmara’s career. It is known that in March 2019, the fifth President of Ukraine Petro Poroshenko awarded him the Order of Danylo Halytskyi for personal merits in strengthening national security, high professionalism and exemplary performance of duty on the occasion of the SBU Day.
on April 14, 2023, Zelenskyy appointed Khmara to the position of head of the SBU Center for Special Operations to Combat Terrorism, Protection of Participants in Criminal Proceedings and Law Enforcement Officers.
