New service for businesses: how the State Tax Service will assist grant holders

The State Tax Service of Ukraine, in cooperation with the State Employment Service, has created a new service—a tax support system for recipients of grants for starting a business. This was reported by the State Tax Service of Ukraine, according to "Komersant Ukrainian".

New opportunities for people starting their own businesses with state support were presented at the Tax Consultants Office in Bucha, Kyiv region, by Lesya Karnaukh, acting head of the State Tax Service, and Yulia Zhovtyak, director of the State Employment Service.

Natalia Gavatyuk, Deputy Head of the Kyiv Regional Military Administration, also joined the event. Kyiv region was chosen for the presentation for a reason: thanks to the active work of the regional authorities, the region is one of the leaders in economic development.

35,000 grants worth 9 billion hryvnias

Within the framework of the state program “Own Business,” 35,000 grants have already been issued for a total amount of UAH 9 billion. As the organizers emphasize, this means new jobs and the development of domestic production, and the funds are returned to the state through taxes paid by businesses.

At the same time, when starting a business, people often find themselves alone with tax issues. Among the most common are:

  • which taxation system to choose;
  • whether a grant is considered income and how to account for it;
  • when to use a cash register or a payment terminal;
  • how to properly register employees and pay social security contributions.

Lesya Karnaukh noted that the Kyiv School of Public Administration also helped to implement the initiative, and that support for entrepreneurs during wartime is necessary because businesses need assistance.

How tax support will work

According to Lesya Karnaukh, tax consultant offices and taxpayer service centers of the State Tax Service, in cooperation with the “Made in Ukraine” offices, are involved in supporting future and current entrepreneurs. Support will cover all stages — from submitting a grant application to day-to-day business operations.

In particular, assistance is provided for:

1) During the preparation and submission of a business plan
Entrepreneurs will be assisted in obtaining certificates of income and absence of tax debt.

2) Immediately after receiving the grant
Advice will be provided on choosing the organizational and legal form and taxation system.

3) At the start of the business
Training programs on tax literacy will be conducted.

4) During business operations
They will provide advice on all tax issues: reporting, declaring, licensing, registration and application of cash registers/payment terminals, as well as checking the status of settlements with the budget.

Two grant recipients have already been able to appreciate the practical benefits of the new approach: Rita Burlak, who is opening a children’s playroom, and Kostyantyn Savratskyi, who is involved in photography.

Online training and consultations: what entrepreneurs will receive

Tax consultants’ offices will conduct monthly online courses for grant recipients. During the classes, entrepreneurs will learn the basics of:

  • tax accounting;
  • reporting;
  • tax payments;
  • use of electronic services of the State Tax Service.

Each class will include a question and answer session so that participants can discuss their own cases.

In addition, grant recipients will be able to seek individual consultations, both in person and remotely.

Why is this important for the state?

The State Tax Service and the State Employment Service explain that the new model of cooperation should increase the effectiveness of grant programs, support the development of small businesses, expand the tax base, and reduce risks for entrepreneurs at the start.
