The new fiscal check standard: what will eCheck bring to Ukrainians

The Cabinet of Ministers of Ukraine has adopted a resolution regulating the launch of the eCheck service, a new type of electronic fiscal check. The document defines the procedure for the system’s operation and the legal conditions for its implementation. This was reported by the Ministry of Economy of Ukraine, "Komersant Ukrainian" informs

The launch of eCheck is part of the state policy on digitalization, deregulation and reduction of the administrative burden on businesses and consumers.

What is eCheck?

eCheck is an electronic fiscal receipt that a customer receives in a banking application after paying for goods or services with a payment card. It will work for both purchases in physical stores and online payments.

In fact, eCheck should become a digital alternative to a paper receipt, which is often lost or not issued to the buyer at all.

Why is the government launching eCheck?

The Ministry of Economy explains that the new service is a response to the changing economy and the rapid growth of online commerce.

“The launch of eCheck is a response to the changing economy and the growth of online commerce. Paper receipts are often lost or not issued at all, while digital receipts are always at hand. For people, it is a convenient proof of purchase, for businesses, it means less paper and costs, and for the state, it means more transparent data without increased control,” explained Oleksiy Sobolev, Minister of Economy, Environment and Agriculture.

When will eCheck be launched?

The service is scheduled to be launched in 2026 and will be implemented in stages:

  • the first stage is a pilot project;
  • selected national retailers and banks will participate;
  • based on the results of the pilot, further decisions will be made on scaling the service.

Will eCheck be mandatory?

No, it will not. The service is voluntary and does not change the current requirements for the use of cash registers or cash registers.

eCheck does not abolish paper checks, but offers a modern digital standard that may be more convenient for all parties:

  • consumers – as a confirmation of purchase;
  • businesses – as a way to reduce paper and printing costs;
  • the state – as a tool for transparent accounting without additional pressure.
