A new digital bank is launching in Ukraine: what we know about Ute Bank

A new financial institution, Ute-Bank, is launching in Ukraine; it will be the first transitional banking institution established with foreign capital. The financial institution will begin operations on March 17, 2026. This was announced by the Deposit Insurance Fund (DIF), according to "Komersant Ukrainian"

What is known about the new bank

On January 15, 100% of the shares of the “YUTE BANK” Transition Bank, established by the Fund, were sold to the Estonian banking group Iute Group AS, which won the open tender to remove JSC “RVS BANK” from the market. Among several proposals, the Fund selected the one that met the principle of least cost.

The main beneficiaries of the new bank are Estonian investors Allar Niinepuu and Tarmo Sild.

The financial institution will operate as a digital bank and will focus primarily on retail customers.

What services will Yute Bank provide?

The new bank plans to focus on basic banking products, including:

  • opening deposit accounts
  • lending to customers
  • processing payments
  • currency exchange
  • digital financial services

The bank is expected to focus on online services and modern fintech solutions.

First transitional institution with foreign capital

The Deposit Guarantee Fund for Individuals noted that this is the first instance of establishing a transitional bank in Ukraine with the involvement of an international investor.

Olga Bilay, Executive Director of the Deposit Guarantee Fund, emphasized:

“This is the first experience of establishing a transitional financial institution in Ukraine with the participation of a foreign investor, as well as the third successful case of banking sector resolution during a full-scale war.”

Does the bank meet the NBU’s requirements?

The National Bank of Ukraine confirmed that the new institution fully meets the requirements regarding:

  • capitalization
  • liquidity
  • financial stability

This allowed the bank to obtain permission to begin operations in the Ukrainian market.

What the emergence of a new bank means for the market

Experts note that the arrival of a new bank with Western capital could be a positive signal for Ukraine’s financial sector, as it:

  • boosts confidence among foreign investors
  • stimulates competition in the banking market
  • expands customers’ access to digital financial services
  • demonstrates the stability of the banking system even during wartime

The launch of Ute Bank could also boost the development of the fintech sector in Ukraine.
