A new blow to smokers’ wallets: cigarette prices will continue to rise

Prices for cigarettes will continue to rise due to an increase in excise taxes on tobacco products.

This is evidenced by the data of the relevant law, "Komersant Ukrainian" reports.

Prices will gradually increase every month from 2025 to 2028. Eventually, the average cost of a pack of cigarettes in hryvnias should more than double: from 100 hryvnias in early 2025 to 205 hryvnias at the end of 2028.

The increase in the cost of cigarettes will be achieved by bringing the excise tax on tobacco products to the European level. Thus, in 2025, it will be 78 euros, and at the end of 2028 – 90 euros.

The law on a gradual increase in the excise tax on cigarettes was adopted by the Verkhovna Rada on December 4 last year. However, Volodymyr Zelenskyy has not yet signed it. Because of this, Ukraine has already lost more than UAH 700 million in excise tax, MP Yaroslav Zheleznyak said earlier.

The excise tax on 1000 cigarettes will change as follows:

– 2025 – 78 euros (35.4%);

– 2026 – another 5%;

– 2027 – another 4.8%;

– in 2028 – 90 euros (4.7%).

The excise tax on EHTs (electrically heated tobacco products) will increase as follows:

– in 2025 – up to 70.4 euros (22%);

– in 2026 and 2027 – by 0.5%;

– in 2028 – to EUR 72 (1.2%).
