Ukrenergo facilities without protection: MP Kucherenko shows lack of shelters at energy facilities, Kosharna says it’s Nayem’s responsibility

Recently, Ukrainian MP Oleksiy Kucherenko reported a critical situation at one of Ukraine’s power substations, which was hit by drones for the second time in the last month.

According to him, a transformer worth about $7 million was put out of commission, and the region was left without electricity, in fact, due to the lack of promised protection of such facilities. He posted this on his Facebook page, attaching a photo.

Olga Kosharna, an expert commenting on energy issues, later named those who should be responsible for the lack of protective structures, reports [Kommersant].

How and who should have built the defense

Oleksiy Kucherenko emphasizes that power substations, including the one in the photo, should have been protected by a concrete “sarcophagus” of the second level of defense and an anti-drone net, but in fact the substation was covered only by gabions with sand, which do not protect against attacks.

The MP claims that the construction of the protective infrastructure began in the summer of 2023, but in two years the work has not even been halfway done.

During this time, he said, the completion date was postponed eight times, contractors were changed three times, and significant advances have already been “utilized” by officials. Also, according to the MP, the estimate has been repeatedly increased.

“This is the result of the ignorance and indifference of very specific officials of a state-owned company. Its former head – a very handsome and brio master of PR, his specialized deputies, who mastered this powerful cash flow and were supposed to control it,” he said, probably hinting at Ukrenergo and its former head Volodymyr Kudrytskyi.

Kosharna accused Mustafa Nayem

In her statements during a conversation with journalist Maryna Danyliuk-Yarmolaieva, Olha Kosharna told which government agencies besides Ukrenergo were responsible for the construction of protective structures at energy facilities. And according to her, it was the Recovery Agency headed by Mustafa Nayem that did nothing in this context.

“… level 2 protective structures – concrete – when they started to build, some of the facilities belonging to the Ukrenergo economy were transferred to the Recovery Agency under Nayem’s leadership.

And while Ukrenergo has seen almost everything 100 percent of the time, even these (level 2) defenses, which definitely protect against the shahed, even when they are flying in a bunch. And there was even a case when they protected us from a rocket.

And the Reconstruction Agency under the leadership of Mustafa Nayem did almost nothing.
That’s why when Kucherenko distributes photos with gabions, I’m sure that this facility was the responsibility of the Reconstruction Agency. But Mustafa resigned without any consequences, and that’s it,” the expert said.
