A “deal” worth nearly 7 million hryvnias. A scheme involving the illegal registration of vehicles was uncovered in Kyiv

An organized group has been uncovered in Kyiv that used access to the Ministry of Internal Affairs’ database to illegally register vehicles, earning approximately 6.5 million hryvnias over the course of a year. This was reported by the Office of the Prosecutor General, according to "Komersant Ukrainian".
According to the investigation, the organizers created a network of controlled companies that formally provided car consignment sales services.
“These companies were registered under the names of front men who officially obtained access to the Ministry of Internal Affairs database and qualified electronic signatures. This access was then transferred to the organizers, who carried out transactions in the system on their behalf,” the statement said.
The clients were car owners who wanted to conduct sales transactions in violation of the law, the prosecutor’s office said.
Through controlled companies, they concluded contracts without the actual presence of the parties (particularly when someone was abroad) and registered vehicles that were wanted by the authorities.

The group members legalized the vehicles using forged documents and understated the value of the cars through fictitious appraisals.
“Such services were provided in the Kyiv, Zhytomyr, Vinnytsia, Cherkasy, and Odesa regions and cost between 3,000 and 10,000 UAH, depending on how problematic the vehicle’s documents were,” the statement reads.
According to preliminary data, since January 2025, the organizers have earned approximately 6.5 million UAH, involving more than 50 people in various regions in their activities.
Law enforcement officials conducted 48 searches. Under the procedural supervision of the Pechersk District Prosecutor’s Office of Kyiv, 12 individuals have been notified of their status as suspects.
