One state hryvnia attracts up to 6 private ones: how Ukraine finances the development of industrial parks

Ukraine has a program of state financing of industrial park infrastructure that allows it to effectively attract private investment and create new jobs. This was stated by Dmytro Kysylevsky, Member of Parliament of Ukraine, in an interview with the "Komersant Ukrainian" YouTube channel.
“There is currently a program of state funding for the infrastructure of industrial parks. The state provides funds for the development of industrial infrastructure to management companies and initiators on a co-financing basis. In simple terms, for example, a substation needs to be built in an industrial park. The state provides half of the funds for this substation, and the rest is provided by the management company, the initiator, or the community, depending on the project,” he said.
Special conditions are provided for the frontline and de-occupied territories, Kysylevsky said.
“For example, in Bucha, the state covers 80% of the costs, and 20% is provided by another party – the management company or the initiator,” the MP said.
Kysylevsky also spoke about the economic efficiency of the program. In addition to fulfilling the co-financing conditions, the recipient of the funds undertakes to build at least 5 thousand square meters of industrial real estate and attract at least two participants in the industrial park, i.e. industrial enterprises.
Thus, one state hryvnia spent on industrial infrastructure obliges to attract another 5-6 hryvnias of private or municipal investment. The state spends money wisely: these funds remain in the country, create taxes and new jobs,” the parliamentarian informed.
According to him, the program stimulates the development of Ukrainian industry, allows investors to invest in production infrastructure and strengthens the economic potential of industrial parks.
