The Office of the Prosecutor General (OPG), in response to a request from [ komersant ], reported on the progress of a high-profile criminal case against Yevhen Pavlyshyn, the son of former Rivne Nuclear Power Plant director Pavlo Pavlyshyn.

According to the OGP, Pavlyshyn is accused of inflicting intentional bodily harm of medium gravity (part 1 of Article 122 of the Criminal Code) and hooliganism (part 1 of Article 296 of the Criminal Code). This refers to a tragic incident several years ago, when an elderly woman died in hospital after being beaten by Yevhen Pavlyshyn.

As noted by the Prosecutor General’s Office, during the trial (first instance), they examined the findings of forensic medical examinations, which “did not establish a causal link between the injuries inflicted by Pavlyshyn to the woman and the death of the victim.” This fact was the basis for reclassifying the suspicion (from murder) and changing the scope of the charge.

By the verdict of the Volodymyrets District Court of Rivne Region of June 25, 2025, Yevhen Pavlyshyn was found guilty of committing the above criminal offenses. The court sentenced him to 2 years in prison, but released him from serving his sentence with a probationary period of 2 years.

The prosecutors disagreed with this decision, considering it excessively lenient, and filed an appeal.

on June 27, 2025, the prosecutor filed an appeal, which emphasizes the court’s misapplication of the law and the excessive leniency of the sentence,” the PGO noted.

Now prosecutors insist on sentencing the accused Pavlyshyn Jr. to 3 years in prison.

The appeal proceedings are ongoing, and the next court hearing is scheduled for January 20, 2026,” the OGP said in its response to the publication’s request.

What is known about the case of the woman’s death

on June 8, 2022, on the territory of the Kholodok recreation center on White Lake, Yevhen Pavlyshyn , while intoxicated, was relieving himself at the entrance to the kung house. Its resident, 64-year-old Tamara Leus, made a remark to the man, for which he hit her in the head. The woman fell to the floor from the blow. Pavlyshyn went inside the house and began kicking the woman in the torso and all over her body.

At this time, the victim’s daughter Natalia Milenina made a remark to the attacker. He approached her and punched her in the face. The blow was so strong that Natalia fell on the bed.

“The ambulance that arrived at the scene of the incident recorded that the older woman had

  • fractured right ribs;
  • bruises on her head and eyes;
  • concussion of the brain;
  • numerous bruises on her arms, shoulders, chest, and hips.

Local law enforcement officials launched an investigation and initially classified Pavlyshyn’s actions as murder. Over the years, the charges were changed and significantly mitigated, as an expert opinion appeared in the case file, allegedly proving that the woman died not from the beatings, but from falling to the floor in the hospital.
