“14 companies want to restore Okhmatdyt: what is known about the tender (photo)

The tender for the restoration of the destroyed building of the Okhmatdyt Children’s Hospital in Kyiv has received bids from 14 companies, with the total cost of the work ranging from UAH 42 million to UAH 625 million. This was reported by "Komersant Ukrainian" with reference to the the website of the website of the Nashi Groshi project.
The article states that the tender is being held by the Okhmatdyt – Healthy Childhood Charitable Foundation, which is not a government agency and organises the tender on a commercial platform. The winner will be selected based on the evaluation of various criteria, not on the basis of the bid price.
The bidders had to submit not only a price proposal, but also confirmation of the availability of personnel, material and technical facilities and experience. Each criterion is assigned a certain number of points, which affect the final evaluation of the proposal. To be shortlisted, a tenderer must score at least 70 points.
Each participant can receive a maximum of 100 points. However, some companies did not provide complete information in their proposals, which may affect their scores.
Nashi Hroshi also writes that some of the scope of work specified in the defective act, which was drawn up by the Okhmatdyt Charitable Foundation, may be unnecessary. For example, the photos of the building that was damaged by a missile strike by the Russian Armed Forces show that not all the facades were damaged.
In addition, the company Riola-Module, which built this hospital building, has already completed partial repairs to some of the premises after the missile attack.
The tender platform does not disclose information about the timing of online negotiations between the client and the bidders. The contractor is expected to complete the interior renovation and replacement of windows within 45 days, while the facade work should be completed in 5 months.
