Okhmatdyt to be restored by a company with 10 criminal cases: hospital responds to accusations

The tender for the restoration of the Okhmatdyt Children’s Hospital after the Russian attack was won by a company involved in 10 criminal proceedings, including four for embezzlement of public funds. This is stated in an investigation by Slidstvo.info. RIOLA-MODUL LTD received a contract for almost UAH 300 million to rebuild the hospital after the July 2024 shelling.
What is known about the company
on May 23, 2025, RIOLA-MODUL LTD won the tender through the Prozorro system with a bid of UAH 292,998,016.30. The company is owned by Volodymyr Dukhovych.
Criminal cases of the company
In 2015-2023, the company was involved in 10 criminal proceedings, in particular:
The case in Donetsk region (2017): The Department of Capital Construction of Donetsk Regional State Administration entered into a UAH 44.6 million contract with the company for the reconstruction of a building. The company received an advance payment, but failed to complete the work within the stipulated time frame.
The Mariupol case (2017): A contract with a regional intensive care hospital for UAH 55.4 million. The company overstated the cost of materials by about two times, misappropriating budget funds.
The Sumy case (2019): Investigation into the possible embezzlement of public funds worth over UAH 34 million. Officials colluded with contractors, including RIOLA-MODUL LTD.
General case (2017-2019): The company entered into contracts totaling UAH 153 million. Employees colluded with the Director of the Health Department of Donetsk Regional State Administration, overstating the cost and scope of work.
Political connections
RIOLA-MODUL Ltd. has connections with high-ranking officials:
- Former Minister of Environmental Protection Roman Abramovskyi used to work for this company, earning UAH 252,336 in 2020.
- The wife of the company’s owner, Halyna Dukhovych, held high positions in the State Audit Service (2016), the Ministry of Energy (2018), and Energoatom (2019).

Response from Okhmatdyt
In response to the allegations, Okhmatdyt Hospital provided an official explanation:
On the legality of the procedure
All procurements are conducted openly, transparently and in accordance with the requirements of the law, Okhmatdyt emphasized.
“The company provided the most cost-effective offer – almost UAH 293 million with an expected purchase price of UAH 367.4 million. This will save more than UAH 70 million, which can be used for other areas of recovery,”
– the statement reads.
About the legal basis
Despite the fact that the procurement was carried out at the expense of a charitable foundation and was not subject to the mandatory effect of CMU Resolution No. 1178, the customer deliberately applied its approaches to ensure transparency.
According to the resolution, the procuring entity has the right to reject the proposal only in cases where
- the participant or its manager is included in the register of persons who have committed corruption offenses;
- the manager has been convicted of a criminal offense for mercenary reasons.
“RIOLA-MODUL LTD provided all the necessary documents confirming the absence of such circumstances:
– An extract from the Ministry of Internal Affairs on the head’s criminal record;
– NAPC certificate on the absence of facts of prosecution for corruption or corruption-related offenses,”

About quality control
- The documents were checked by an authorized person of the hospital with the participation of the international engineering company Eptisa Servicios de Ingeniería.
- Technical control is carried out by the Akadem Bud company.
- Architectural supervision is carried out by Arkon.
“Thus, the existence of criminal proceedings involving bidders is not a ground for rejecting their bids. That’s why Ohmatdyt Hospital had no grounds to reject the tender offer of RIOLA-MODUL LTD. Rejecting the proposal without proper legal grounds is a decision that would contradict the principles of fairness, transparency and rational use of benefactors’ funds,”
– okhmatdyt stated.
The work is funded by the Okhmatdyt – Healthy Childhood charitable foundation, which accumulated donations from Ukrainians in 2024. The hospital continues to operate: more than 500 children are treated daily and more than 40 operations are performed.
As a reminder, on July 8, 2024, Russia launched a massive attack on Kyiv, hitting Ohmatdyt with an X-101 missile. Five buildings were damaged, and two people were killed, including a doctor. The cost of the destroyed equipment amounted to UAH 338 million.
