Oleksiy Kuleba Tops the Government Salary Rating: What Government Officials Received in July 2025

Oleksiy Kuleba topped the rating of government salaries with UAH 165.5 thousand. The Ministries of Finance and Foreign Affairs, at the request of "Komersant Ukrainian", published the actual salaries of members of the Cabinet of Ministers of Ukraine for July 2025. The data shows a significant difference in the income of government officials depending on their positions and additional payments. Who received the highest salary among government officials and who received three times less? How much does the Prime Minister of Ukraine Svyrydenko get paid?

Yulia Svyrydenko’s salary in July 2025 amounted to 52.5 thousand hryvnias. At that time, the government official simultaneously held the position of First Vice Prime Minister – Minister of Economy and was appointed Prime Minister of Ukraine.

But the salary for the position of Prime Minister of Ukraine will be UAH 39,270.

Although the position of prime minister is formally higher than that of vice prime minister, the actual salary in July was higher for the vice prime minister – by UAH 13,000. The reason for this is that in her position as deputy prime minister, Svyrydenko received additional payments for business trips (UAH 22,359.42), while in her position as prime minister, she did not receive such allowances.

Actual salaries in the Cabinet of Ministers in July 2025

Oleksiy Kuleba, Vice Prime Minister for the Restoration of Ukraine, received the highest actual salary – almost UAH 165.5 thousand.

Foreign Minister Andriy Sybiga is the second highest earner, with UAH 164,220.

Prime Minister Yulia Svyrydenko, First Vice Prime Minister Mykhailo Fedorov and Vice Prime Minister Taras Kachka received three times less – UAH 39,270 each.

The difference between the highest and lowest salaries of government officials exceeds 125 thousand hryvnias. Most of the income is generated by additional payments: compensation for unused vacation, business trips, and allowances for the specifics of their job duties.
