Online notary service for Ukrainians abroad: The MFA has launched the service in 40 diplomatic missions around the world

Ukrainians abroad will have more opportunities – online notary services have been launched as of July 1. The Ministry of Foreign Affairs is opening access to an automated procedure for submitting documents for notarial acts at 40 Ukrainian embassies and consulates around the world. This is reported by the press service of the Ministry of Foreign Affairs, "Komersant Ukrainian" informs
on July 1, a pilot launch of a new service in one of the key consular areas started in the first 40 foreign diplomatic missions. This is an automated submission of documents for notarization.
From now on, Ukrainians abroad can submit information and documents in electronic form for notarization through the electronic applicant’s office of the MFA’s e-Consul information and communication system.
“The main innovation is that all the procedures for submitting and processing documents can now be done online, without the need to physically visit a diplomatic mission. Instead of long waiting, traveling, and processing, there is now a convenient online procedure and then a short visit to pick up the finished document,” the Ministry of Foreign Affairs notes.
How to get notarized services online
From now on, a citizen can submit an online application for a notarial act at a convenient time through the reliable and accessible e-Consul system, upload a sample of the required power of attorney or notarial declaration, and upload all the necessary documents.
The system suggests which documents should be submitted for a particular notarial act.
The consular officer processes the submitted information without the applicant’s physical presence and, if it meets the requirements of the law, confirms the applicant’s right to apply for a notarial act.
In case of any discrepancies, the applicant is sent a notification with specific recommendations for their elimination. The system generates a notarized document and sends a notification to the person about the readiness of the consular officer to certify it and the need to pay the consular fee.
The person has only to register in the e-Queue for a notarial act, arrive at the diplomatic mission at a certain time, submit the documents that were sent in electronic form, personally sign the notarial document previously agreed through the e-Consul system and, after the consul enters the information into the register of notarial acts, receive the executed document.
In which countries the service is available
According to the Ministry of Foreign Affairs, Ukrainians already have access to this pilot project at the Ukrainian embassies in Australia, Algeria, Angola, Argentina, Botswana, China, Ghana, Ethiopia, India, Indonesia, Qatar, Kenya, Vietnam, and the Consulates General in Guangzhou and Shanghai, embassies in Congo, Korea, Côte d’Ivoire, Cuba, Kuwait, Latvia, Malaysia, Morocco, Mexico, Mozambique, Oman, Oman, South Africa, Peru, Rwanda, Saudi Arabia, Senegal, Singapore, Thailand, Tunisia, Chile, Japan, and consulates general in Milan, Hamburg, and Gdansk.
It is reported that after evaluating the results of the pilot phase, it is planned to expand it to other diplomatic and consular missions of Ukraine abroad in the near future.
