Online certification of deminers in Diia: how the state speeds up the process

The online certification of mine action operators was launched in the Diia app and on the portal. Now, most stages – from application to appeal – can be completed remotely. The only offline stage will be an on-site inspection, reports "Komersant Ukrainian".
Economy Minister Yulia Svyrydenko emphasized that scaling up and accelerating demining is one of the government’s key priorities.
How the system works
- Separate online offices have been created for operators and certification bodies.
- They can submit documents, receive comments and track the status of applications.
- The minimum certification period is one month.
- The operator’s account also offers the functions of renewing the certificate, expanding the scope of activities, or undergoing monitoring.
The algorithm for obtaining a certificate includes:
- Authorization on the Diia portal using a QES.
- Selecting the Mine Action Operator Certification service.
- Submission of an online application and documents.
- Signing of the application by the CEP.
- Tracking the status in your personal account.
How many operators are working now
As of September 2025, 125 operators are registered in Ukraine:
- most of them are Ukrainian;
- 8 operators are foreign.
Why it is important
Ukraine remains one of the most mined countries in the world. According to UNDP estimates (2023), demining work could cost about $35.7 billion.
- Up to 174,000 km² of territory is potentially mined.
- This is land that could feed about 80 million people.
- Partner countries have already pledged more than $850 million for humanitarian demining until 2027.
The SES predicts that full cleanup could take up to 10 years.
Where is Ukraine now?
- Since the beginning of the full-scale invasion, sappers have cleared 35,000 km² of territory – more than the area of Odesa region.
- In March 2025, 139,000 km² (23% of the territory) remained mined.
- For comparison, in September 2023, this figure was 30%.
“Diia’s digital certification “formula” should reduce bureaucratic procedures and make the demining process more transparent. In an environment where mining remains one of the main obstacles to civilian safety, infrastructure and agricultural recovery, the government is relying on digitalization and online monitoring.
