The heating season will start as planned: Ministry of Energy denies rumors of postponement to November

The Ministry of Energy of Ukraine has denied reports in a number of media outlets that the start of the heating season has been postponed until November 1, "Komersant Ukrainian" reports.
The ministry emphasized that the date specified in the government decree on the imposition of special obligations (PSO) in the gas market does not apply to the actual launch of heating in homes.
“The heating season in Ukraine will start as planned. The government has adopted all the relevant resolutions to ensure the conditions for this,” the Energy Ministry said.
What does the resolution mean?
The Cabinet of Ministers’ resolution of October 8, 2025, extends the fixation of natural gas prices for households until March 31, 2026.
The phrase “heating period” mentioned in the document is a technical definition that does not specify specific terms for the launch of heating systems.
Who decides when to turn on the heat
The decision to start heating is made by local authorities.
Under current regulations, the heating season begins when the average daily temperature does not exceed 8°C for three consecutive days.
Some cities have already started spot heating of social facilities such as hospitals, kindergartens and schools.
At the same time, Dnipro Mayor Boris Filatov called for the heating to be launched “as late as possible” to reduce the load on the power system in the face of Russian attacks.
Pressure on the energy sector
Since early October, Russia has intensified its shelling of Ukraine’s energy infrastructure.
On the night of October 3, 35 missiles were fired at Naftogaz facilities, the most massive attack since the start of the full-scale invasion.
onOctober 5, the Russians attacked gas facilities again.
onOctober 10, a new wave of strikes followed, during which, according to Prime Minister Yulia Svyrydenko, “the enemy was targeting the energy sector.”

What is the situation on the gas market?
According to Bloomberg, Kyiv has lost up to 60% of its own gas production due to the latest attacks.
President Volodymyr Zelenskyy assured that the state has a “plan B” – in case of critical losses, Ukraine is ready to increase gas imports to ensure the stability of the system.
Most regions are expected to start the heating season in the second half of October, depending on weather conditions.
The Energy Ministry and local authorities promise coordinated actions to avoid disruptions even in the event of new attacks.
