The text of the security agreement with the United States is published: details and obligations of the parties

on 13 June 2024, in Puglia, Italy, Presidents Volodymyr Zelenskyy and Joseph Biden signed a large-scale Bilateral Security Agreement between Ukraine and the United States. The full text of the agreement has already been published on the President’s website, so "Komersant Ukrainian" took a closer look at it.
The agreement provides for the US to provide Ukraine with unprecedented security assistance to support the development of a powerful Armed Forces in line with NATO standards. The United States is committed to providing comprehensive assistance in creating an effective air and missile defence system for Ukraine, as well as building up its artillery and long-range missile capabilities.
To this end, Washington plans to provide Kyiv with modern weapons and military equipment, including the Patriot air defence system, HIMARS MLRS, drones, F-16 fighters, etc. American instructors will train the Ukrainian military to the latest standards.
Particular attention will be paid to modernising the Armed Forces, Air Force and Navy to ensure their full interoperability with NATO forces. The United States will help establish maritime security in the Black and Azov Seas.
The agreement also provides for the revival of Ukraine’s powerful defence industry. The two countries’ enterprises are expected to cooperate closely in joint research, development, and production of weapons and military products in Ukraine.
For arms control, Ukraine agreed to increased monitoring of the end use of US weapons systems.
In addition to security issues, the United States will provide economic assistance to Ukraine to rebuild infrastructure and industry after the war. It also provides support for institutional reforms to bring Ukraine closer to EU and NATO standards.
A key aspect of the agreement is the Parties’ commitment to hold Russia accountable for damages caused by the aggression, including through the possible confiscation of frozen Russian assets in favour of Ukraine.

The Office of the President of Ukraine claims that theagreement with the US is “legally binding”, unlike all other security agreements of Ukraine.
