Final verdict for Nasirov: the appellate court’s decision

The Appeals Chamber of the High Anti-Corruption Court upheld the prison sentence handed down to Roman Nasirov, the former head of the State Fiscal Service, making only technical amendments to the lower court’s ruling.

Appellate Court Ruling
As noted by the HACC’s press service, on April 2, 2026, a panel of judges considered the defense’s appeals against the October 31, 2025, verdict. The former head of the State Fiscal Service was found guilty of abuse of office.
The court upheld the main sentence—six years of imprisonment, a three-year ban on holding certain positions, and a fine of 17,000 hryvnias.
At the same time, the appellate court excluded from the verdict references to the testimony of one of the witnesses and recalculated the term of pretrial detention using the “one day for two” formula in accordance with the provisions of the Criminal Code of Ukraine.
“The decision took legal effect upon its announcement and may be appealed to the Cassation Criminal Court within the Supreme Court,” the statement reads.
Regarding the former director of one of the State Fiscal Service departments, Volodymyr Novikov, who was accused of aiding and abetting, the appeals were dismissed.
He had previously been acquitted by the court of first instance due to lack of evidence of guilt, and this decision remained unchanged.
“In other respects, the appeals filed by the defense for both defendants were dismissed, and the verdict remains unchanged,” the court concluded.
The Nasirov Case
As a reminder, Roman Nasirov headed the State Fiscal Service of Ukraine starting in May 2015. His legal troubles began back in March 2017, when NABU detectives detained the official on suspicion of abuse of power.
For a long time, the trial dragged on. In April 2025, a new scandal erupted around the former head of the State Fiscal Service, linked to a mobilization scandal, after which the court changed his pretrial detention to arrest.
The final verdict in the first instance was handed down on October 31, 2025. At that time, a panel of judges at the High Anti-Corruption Court found Nasirov guilty and sentenced him to six years in prison and a fine of 17,000 hryvnias. It was this decision that the Appeals Chamber upheld today.
