Parliament tightens control over spending on IDPs and victims of Russian aggression

The Verkhovna Rada adopted resolutions on the creation of a Temporary Investigation Commission (TIC) to investigate possible violations of the law regarding the use of state and local budget funds intended to support displaced persons and victims of Russia’s armed aggression against Ukraine.
Initiative No. 15038 was supported by 267 deputies, which provided the necessary number of votes for its adoption, according to "Komersant Ukrainian".
Main tasks of the TSC
The initiators of the document note that the TSC should:
- conduct a comprehensive review of possible violations of the law,
- analyze the implementation of state and local programs to support IDPs and victims,
- prepare proposals to eliminate the identified shortcomings,
- assist in bringing those responsible to justice,
- improve the regulatory framework for social assistance and recovery.
What the commission will check
Among the priority tasks of the Temporary Investigation Commission are:
- investigating the possible misuse or inefficient use of budget funds,
- verifying the implementation of social programs, housing programs, compensation, and humanitarian aid,
- analyzing the decisions of authorities and the actions of officials,
- monitoring state and municipal property used to provide housing for IDPs,
- verifying the functioning of information and analytical systems,
- control of the actions of the Pension Fund of Ukraine regarding the timely calculation and payment of pensions to displaced persons.
Commission leadership
People’s Deputy Serhiy Kozyr was elected as the head of the Temporary Special Commission.
It is expected that the commission’s work will:
- increase the transparency and effectiveness of IDP support programs,
- identify and eliminate violations of the law,
- ensure adequate protection of citizens’ social rights,
- increase public confidence in state institutions and post-war recovery processes.
Earlier, the Verkhovna Rada also created a Temporary Special Commission to investigate possible violations during martial law, which indicates increased parliamentary control over the activities of government bodies in wartime and over budget expenditures to support citizens.
