Pensioners from the occupied territories have until April 1: what they need to report to the Pension Fund

Ukrainians residing in temporarily occupied territories or who have left those areas must submit a notification by April 1, 2026, stating that they have not received payments from Russia. Otherwise, the payment of pensions or insurance benefits may be suspended.

The Ministry of Social Policy of Ukraine issued this reminder, according to "Komersant Ukrainian".

Who is affected by this requirement

Citizens must submit a notification if they:

  • reside in temporarily occupied territories and receive a pension or insurance payments;
  • have left these territories—either to areas controlled by Ukraine or abroad;
  • receive Ukrainian social benefits.

The information must be submitted to the Pension Fund of Ukraine.

Why the deadline was extended

Initially, this notification was required to be submitted by December 31, 2025.

However, some citizens were unable to do so due to:

  • residing in occupied territories;
  • difficulties accessing services;
  • identification issues.

Therefore, in February 2026, the government extended the deadline to April 1.

What happens if you don’t submit an application

If a citizen does not confirm that they are not receiving payments from Russia, then:

  • pension or insurance payments may be suspended as early as April;
  • payments will resume after submitting the appropriate application.

This requirement is related to the verification of receipt of social benefits from
the Russian Federation.

How to submit a notification

There are several ways to confirm the absence of Russian payments:

Online

  • through your personal account on the
    Pension Fund of Ukraine;
  • in the “Remote Notification” section, you must check the box indicating that you are not receiving a pension in another country.

During video identification

  • a PFU specialist asks questions regarding the receipt of payments;
  • the answer is recorded in the verification results.

At the service center

  • you can submit an application for the assignment or extension of payments.

By mail

  • for those residing abroad;
  • along with the application, you must send a document confirming that the person is alive.

What is known about pension indexation

As of March 1, 2026, pensions and insurance payments in Ukraine were indexed by 12.1%.

According to Minister Denys Ulyutin, the Ukrainian Pension Fund’s budget provides for an average pension of approximately 6,500 UAH.

Why the government is reviewing payments

The government has also allocated funds to reinstate suspended pensions.

Payments to some citizens were previously temporarily suspended due to:

  • the need for physical identification;
  • verifying whether they are receiving parallel payments from Russia.

The purpose of the verification is to avoid duplicate social payments and conserve budget resources during the war.
