In June 2025, the Pension Fund of Ukraine completed the financing of social payments, the total amount of which amounted to UAH 72 billion. This was reported by the press service of the PFU, "Komersant Ukrainian" reports.
In particular, UAH 67.8 billion was allocated for pension payments, and another UAH 1.2 billion for housing subsidies and benefits. In addition, UAH 3 billion was allocated for insurance payments, including UAH 1.8 billion for sick leave.
In June, the Pension Fund provided 984.1 thousand services to citizens who applied for social support.
At the same time, starting from July 1, 2025, the Pension Fund will also take over the administration of all social benefits previously provided by other state bodies.
Against the backdrop of these changes, Danylo Hetmantsev, Chairman of the Verkhovna Rada Committee on Finance, Taxation and Customs Policy, drew attention to the low level of pensions in Ukraine. According to him, the average pension today is only 27% of the average salary, which is one of the lowest in Europe. For comparison, in Poland this figure reaches 57%, in Romania – 48%, and in Greece – 78%.
Mr. Hetmantsev emphasized that the Ukrainian pension system needs to be overhauled. In particular, he mentioned the reform adopted under the presidency of Petro Poroshenko, when the pensionable service ratio was reduced from 1.35% to 1%.
Among the priority changes that he believes should be implemented are raising the minimum pension to at least UAH 4,000, introducing a mandatory funded level of the pension system, abolishing special pensions for certain categories of officials, and actively fighting shadow salary payments.
