In January–February 2026, nearly 36% of tax revenues to Ukraine’s consolidated budget came from enterprises in the trade and manufacturing sectors. This was reported by the State Tax Service of Ukraine, citing the agency’s acting head, Lesya Karnaukh, according to "Komersant Ukrainian".

According to her, these sectors remain key taxpayers, generating a significant portion of the state’s budget resources.

Which sectors generate the largest revenues

According to the State Tax Service of Ukraine, the structure of tax revenues at the beginning of the year is as follows:

  • 18.4% — wholesale and retail trade, as well as repair of motor vehicles and motorcycles;
  • 17.4% — manufacturing.

Together, these two sectors account for more than a third of all tax revenues to the budget.

Other major taxpayers

In addition to trade and industry, other sectors of the economy also account for a significant share of tax revenues:

  • 12.9% — public administration and defense, as well as mandatory social insurance;
  • 6.1% — electricity, gas, steam, and air conditioning supply.

These sectors remain crucial for the stability of public finances, especially during wartime.

How the war has affected the economy

According to Lesia Karnaukh, the full-scale war has significantly altered the structure of the Ukrainian economy.

Among the main challenges:

  • the destruction of part of the production capacity due to Russian attacks;
  • the relocation of businesses to safer regions;
  • the restructuring of logistics chains;
  • regular strikes on energy infrastructure.

Despite this, businesses continue to adapt and ensure stable revenue for the budget.

Some sectors are increasing tax payments

According to the State Tax Service of Ukraine, a number of sectors are showing a noticeable increase in tax revenues compared to last year.

Specifically:

  • manufacturing — 14% (UAH 6.8 billion);
  • wholesale and retail trade — 9.6% (UAH 5.1 billion);
  • public administration and defense — 12.8% (4.6 billion UAH);
  • mining industry — 27.6% (UAH 4 billion).

This indicates a partial recovery of economic activity in certain sectors.

The volume of business transactions is also growing

An additional indicator of economic activity is the volume of transactions processed through cash registers.

According to the State Tax Service of Ukraine, in February 2026, the total revenue processed through cash registers and software-based cash registers amounted to 432.9 billion UAH.

This is 10.7% more than during the same period last year.
