Border crossing for carriers has been simplified: “eCherge” replaces “Shlyakh” and becomes a single registration window

Starting September 10, Ukraine will change the border crossing rules for international carriers. Drivers of commercial vehicles no longer need to register in two systems – now only “eCheck” is enough, "Komersant Ukrainian" reports.
What has changed
- The “Shlyakh” system (module “18-60”), which was used to verify drivers with military service, has been canceled.
- Registration is carried out exclusively through eChechera, which will become the only digital tool for booking a seat.
- Drivers will now fill in the data only once – when booking in eChezha.
Who will be able to cross the border
- Only those drivers who are registered in the carrier’s electronic cabinet in the Unified Information Systems Complex (UIC) of Ukrtransbezpeka will be allowed to cross the border.
- This rule applies to all drivers, regardless of whether they are liable for military service or exempt from military registration.
- That is, to cross the border, you must be officially registered with a licensed carrier.
Why is this done?
The Ministry of Community Development explains:
- the simplification of the procedure will avoid duplication of registrations;
- “eCheck” will become a “single window” for controlling and planning the departure of commercial vehicles;
- the system will promote transparency and predictability of border crossing.
Additional rules
- The eCheckout system has a priority for certain categories of cargo:
- perishable goods
- products of companies with the status of Authorized Economic Operator (AEO);
- trucks with a transit declaration (T1) or TIR carnet (Carnet TIR).
The “Shlyakh” system was introduced at the beginning of the full-scale war to control the departure of conscripted drivers and prevent abuse.
- “eCherzha has been in operation since 2022 and is gradually covering all checkpoints for trucks and buses.
- In August 2025, the government has already updated the registration rules to prioritize the transportation of critical goods.
- According to the Ministry of Infrastructure, hundreds of thousands of shipments have already passed through eCheck, and the system has significantly reduced chaotic queues at the border.
