Verification of documents and summonses is now on record: from now on, TCC employees must wear body cameras

On September 1, 2025, new rules for employees of territorial recruitment and social support centers (TSCs and SPs) came into force in Ukraine. From now on, all employees are obliged to wear body cameras and carry out video recording when checking documents or serving summonses. This was announced by the Minister of Defense of Ukraine Denys Shmyhal.
“This step will ensure transparency and legitimacy of the activities of the TCC alert groups, as well as protect the rights of both parties,” the minister said.
How it will work
According to Shmyhal, all TCC employees must wear body cameras when communicating with citizens. In case of absence of video recording or violation of the rules of recording, disciplinary liability is envisaged.
As of the beginning of August, the availability of body cameras was about 85%. The Ministry of Defense continues to purchase additional devices to provide all units with them.
Why it is important
Earlier it was reported that mobile TCCs are already operating in some regions of Ukraine. They are not tied to a specific location, which allows them to quickly change their location amid the threat of Russian shelling.
Legislation does not prohibit this form of work, and the digitalization of processes makes it possible to perform all necessary procedures remotely. The decision on their operation is made by the Land Forces Command.
