Verification of powers of attorney through Diia: Ministry of Justice introduces new digital services

The Ministry of Justice of Ukraine has announced the update of the Unified Register of Powers of Attorney, which will be the first stage of large-scale digitalization of the notary system as part of the eNotary project. This was announced by Vice Prime Minister Mykhailo Fedorov on his official Facebook page, "Komersant Ukrainian" reports.
The launch of the unified electronic system eNotary is one of the key areas of digital transformation of the Ministry of Justice. Its goal is to transfer the entire volume of notarial activity into a single electronic space where all notarized documents will be registered.
Fedorov emphasizes that this will reduce the processing time of documents, reduce the risk of errors and increase the level of transparency of operations.
Updated Unified Register of Powers of Attorney
The first step was to completely update the Unified Register of Powers of Attorney. According to representatives of the Ministry of Justice, the previous version was outdated and had a clunky interface, which slowed down the work of notaries and created an additional burden.
The key changes include
- modern design and intuitive interface based on the “nothing superfluous” principle
- logical grouping of functions and simplified navigation;
- automatic filling of repetitive fields, which reduces work time;
- advanced intelligent search by parameters that were not previously available;
- optimized processes for fast and reliable document registration.
Complex work with the registry has become a fast, efficient and more reliable digital process. Notaries will work faster, and the risk of error will be minimal,” said Mykhailo Fedorov.
Citizens’ access through Diia
The next step will be to integrate the updated registry with the Diia app. Citizens will be able to check the validity of notarized powers of attorney on their own. To do this, it will be enough to scan the QR code of the document, after which the system will instantly show whether it is included in the register.
The innovation is aimed at increasing transparency, protecting against counterfeiting, and providing convenience for citizens who will be able to quickly check documents without the need to go to a notary.

Future plans and prospects
Updating the Unified Register of Powers of Attorney is only the beginning of the notary’s modernization. As part of the eNotary project, the Ministry of Justice plans to digitize all major notarial processes, ensuring their full integration into a single digital system. This is supposed to simplify access to notarial services for citizens and businesses, improve their quality, and make the market more competitive.
