Vadim Slyusarev

Vadym Slyusarev is a Ukrainian businessman, retired Major General and former employee of the State Border Guard Service of Ukraine. Until 2015 – more than two 20 years – he served in the structures of the State Border Guard Service of Ukraine, in particular headed the internal security units.

Early years and education

Slyusarev was born on November 1, 1972 in the family of a serviceman.
He graduated from school in 1989, after which he studied at the Kharkiv Higher Military School of the National Guard of Ukraine, where he continued his professional training in 1992-1994.

Service in the State Border Guard Service

His career in the State Border Guard Service developed gradually:

  • he started his service in the Volchansk border control department (Kupyansk checkpoint),
  • in 1994-2001 he rose from senior controller to deputy head of the department,
  • in 2002-2006, he headed the Eastern Region Border Control Department,
  • until 2011 he worked as Head of Department of the State Border Guard Service of Ukraine,
  • in 2011-2013 he headed the Separate Internal Security Department,
  • in 2013-2015 headed the Department of Internal and Internal Security of the Administration of the State Property Control Service of the State Property Control Service of Ukraine.

The total length of service exceeds 25 years.

After his dismissal in 2015 at his own request, Slyusarev stopped working in state structures.
From the status of a participant of the ATO he refused, arguing that he did not participate in hostilities, and was in the operation zone only on official business trips.

State awards

During his service he was awarded:

  • badge of Honor “For Irreproachable Service in the Border Troops of Ukraine” (III degree, 2003),
  • medal “For Military Service to Ukraine” (2003),
  • badge of Honor “For Irreproachable Service” (II degree, 2009),
  • badge of Honor “For Irreproachable Service” III degree (2010).

Entrepreneurial activities

After completing his service, Mr. Slyusarev focused on business.

The main direction before the outbreak of the full-scale war was the management of a network of Duty-free stores, operating within the structure of the Dutyfreeunite group of companies. Most of the facilities were destroyed or looted by Russian shelling, forcing a temporary halt to operations.

It was also noted in the media that Slyusarev may be involved in the ownership structure of the Rapid plant in Kharkiv Oblast, a panel-frame construction company. After the outbreak of war, some of the plant’s equipment was evacuated to western regions of Ukraine and some temporarily to Hungary, as the enterprise was threatened with destruction locally.

The management of Rapid declares its intention to return production to Ukraine when proper safety conditions are in place for this.

Personal life and publicity

Slyusarev is not married. He is not politically active and is not a member of the Servant of the People party, despite occasional references in the media with such claims.
