Entrepreneurs received preferential loans of more than ₴1 billion under the 5-7-9% program in a week

Last week, Ukrainian entrepreneurs received 449 preferential loans totaling UAH 1.1 billion under the state program “Affordable Loans 5-7-9%”. This was reported by the Ministry of Economy, "Komersant Ukrainian" reports.

Since the beginning of 2025, businesses have already attracted 15,252 soft loans worth UAH 47.6 billion. In total, since the program was launched in February 2020, entrepreneurs have taken out 119.7 thousand loans worth UAH 413.6 billion.

This year, the largest amount of funds has been allocated for:

  • development of the processing industry – UAH 13.2 billion
  • investment needs – UAH 12.2 billion,
  • uAH 10.9 billion for lending in areas with high military risk.

Most loans are granted to companies operating in the processing industry, agriculture, and wholesale and retail trade.

The leaders in terms of the volume of signed agreements were companies from Lviv region. It is followed by Dnipropetrovs’k, Kyiv, Odesa, Kharkiv, Vinnytsia, Poltava regions and the city of Kyiv.

The program currently involves 46 banks. The most active lenders are:

  • “PrivatBank – 55.4 thousand loans disbursed,
  • “Oschadbank – 18.2 thousand,
  • “Ukrgasbank – 6.5 thousand.

“The 5-7-9% program is one of the key tools to support small and medium-sized businesses in times of war. It allows them to invest in development, save jobs and open new production facilities even in difficult conditions,” said Deputy Minister of Economy Andriy Teliupa.

The program is part of the Made in Ukraine policy to support domestic producers and is implemented through the Entrepreneurship Development Fund and authorized banks. It provides interest rate compensation or state guarantees for micro, small and medium-sized businesses.
