Preferential mortgages for mobilized personnel: how the “eOselya” program has changed and who can take advantage of it

In Ukraine , preferential mortgages at 3% under the state program “єОселя” have become available to mobilized military personnel. On January 11, the government extended the terms of the program to all military personnel, regardless of their form of service. Loans are processed through the “Dія” app .

This was reported by the Ministry of Economy, Environment, and Agriculture of Ukraine, according to "Komersant Ukrainian".

Previously, only certain categories of military personnel, in particular contract soldiers, could take advantage of the 3% rate.

First loans under the new rules

Among the first participants in the program under the updated terms is mobilized serviceman Petro Sydoryshyn, who joined the Armed Forces of Ukraine in 2023. Together with his wife, he has already received a mortgage loan and purchased a home in Rivne.

Government officials see such examples as confirmation that the expansion of the program works in practice, not just on paper.

How many Ukrainians have already taken advantage of the program

According to official data, since the launch of “eOselya,” 23,039 Ukrainian families have been able to purchase housing. Among them are:

  • 11,185 military personnel;
  • the total amount of loans issued exceeded UAH 39.7 billion.

The program remains one of the most ambitious government initiatives in the field of housing loans since independence.

Who else is eligible for the 3% and 7% rates

In addition to military personnel, the following are eligible for the preferential 3% rate:

  • representatives of the security and defense sector;
  • medical professionals, teachers, scientists, and their family members.

For other citizens who do not own their own home, as well as for veterans and internally displaced persons, a rate of 7% applies .

Why the state is focusing on housing

The government emphasizes that the housing sector is one of the priorities for economic recovery. That is why the “єОселя” program is focused primarily on the primary housing market, which simultaneously stimulates the construction industry and creates jobs.

According to the government’s assessment, flexible conditions and the expansion of the circle of participants should maintain high demand for the program even in wartime.
