Tax breaks totaling 33 billion hryvnias: Customs reveals the breakdown of import tax preferences for March

In March 2026, the State Customs Service of Ukraine transferred 79 billion hryvnias in customs duties to the state budget. At the same time, the value of import duty exemptions amounted to 33 billion hryvnias—41.7% of actual revenue, according to "Komersant Ukrainian" , citing a customs press release.

Compared to March of last year, the volume of customs preferences increased by 8 billion UAH, or 32.2% (in March 2025, it was 24.9 billion UAH).

The largest benefits go to the defense and tobacco sectors

Several key sectors dominate the structure of customs preferences:

  • defense goods —47.4% (15.6 billion UAH);
  • excise goods (tobacco) for production in Ukraine —23.9% (UAH 7.9 billion);
  • duty exemptions under free trade agreements – 12.3% (UAH 4 billion);
  • goods for the restoration of energy infrastructure – 10.4% (UAH 3.4 billion);
  • other exemptions — 6.1% (2 billion UAH).

In fact, more than half of all concessions are allocated to sectors critical to the country—defense and energy.

Over 100 billion UAH in benefits since the start of the year

In total, during the first months of 2026, the volume of import benefits granted has already reached 104.3 billion UAH. This is 58.8% more than during the same period in 2025 (an increase of 38.6 billion UAH).

Accordingly, this increase indicates a surge in imports under preferential regimes, particularly for defense, energy, and domestic production needs.

As reported by [Komersant], purchases from abroad will become more expensive: the Cabinet of Ministers has approved a new tax on parcels.
