Piracy business is banned: in April, access to 9 more media services was closed in Ukraine

The National Council on Television and Radio Broadcasting has added 9 more media services to the list of those banned in Ukraine, as well as 24 resources used to provide access to these media services. This was reported by the National Council, "Komersant Ukrainian" informs.
The following resources have been added to the List of audiovisual media services on demand and services of audiovisual service providers of the aggressor state: KINOBAR – 15 websites were used to access it, Online TV – 2 websites, Watch TV, TIVIX, Pokazz, Telik.live, Movix, viks.tv, Debilizer.TV – one website each.
The National Commission for the State Regulation of Electronic Communications, Radio Frequency Spectrum and Postal Services (NCCS) was informed of the need to restrict access to the above media service websites by electronic communication service providers.

How many media services and websites of the aggressor state are closed to access
The list of media services of the aggressor state on the territory of Ukraine already includes 36 media services.
A total of 577 websites are already banned, including dozens of pro-Russian streaming platforms (including Ivi, Okko, Kion, Viju, Premier, Start, more.tv, LimeHD) and hundreds of pirate websites, including all the popular HD mirrors Rezka, Kinogo, Kinokrad, GuideOnline, Filmix, Baskino, etc. This is stated in the report of the Clear Sky Initiative.
Inclusion in the List is not a formality, but a real blow to the pirate business. According to SimilarWeb analytics, blocked resources are rapidly losing traffic. For example, the website rezka.ag (ninth in the Top 50 most popular websites in Ukraine in September 2023) was already in 41st place in February 2025.
Moreover, attempts to “move” to new domains are no longer working. Users get lost, trust disappears, and Google removes such sites from its search results. For example, the highest-rated mirror of HD Rezka, rezka-ua.tv, fell from 10th place to 517 positions in the SimilarWeb ranking.
What regulates the relevant bans
According to Article 123 of the Law of Ukraine “On Media”, the distribution of audiovisual media services of the aggressor state on the territory of Ukraine is prohibited.
Providers of electronic communication services are obliged to block access to the websites included in the List.
How the ban is controlled
The NCCIR, the national regulator in the fields of electronic communications, radio frequency spectrum and postal services, is responsible for monitoring the implementation of the law on blocking prohibited websites in Ukraine. It is this structure that checks whether providers are fulfilling their obligations and can impose fines in case of violations.
In January-February 2025, the NCCIR has already conducted 12 unscheduled inspections of providers at the request of the National Council.
In 2024, there were 26 such inspections. Ukrtelecom, VF Ukraine, Ukrcom, Content Trading LLC (Triolan.tv), Lifecell, Kyivstar, Misto TV LLC, Volya Cable LLC, Lanet Network LLC, Internet Kuzya LLC, Adamant TV and many others were inspected.
Why it is important to block hostile resources
According to representatives of the Clear Sky Initiative, it’s not about money – it’s about security. Piracy is not just about stealing content. It is a hostile influence disguised as “free movies”.
Especially dangerous are the media services of the aggressor state, which do not just distribute prohibited content but deliberately form a distorted picture of the world. Their influence is an information sabotage against Ukraine, which works through disinformation, glorification of the aggressor and leveling our values.
That is why such counteraction is about the hygiene of thinking of every Ukrainian and the information hygiene of the nation.
