“Ukrposhta has announced that all rural branches – both stationary and mobile – will charge a fixed fee of 15 hryvnias for any payments. This is reported by "Komersant Ukrainian" with reference to the website of the national postal operator.
This discount is automatic and has no restrictions on the number of transactions until September 1, 2025. Ukrposhta’s management said that the purpose of the innovation is to make financial services more accessible to people in villages where there are no ATMs or bank branches (and they are currently available in only 4.3% of rural settlements).
In addition to reducing the fee, Ukrposhta also introduced free cash withdrawals from cards at stationary rural branches. This service will be available until September 30, 2025. However, in order to use the privilege, rural residents must make at least two payments at the branch (except for charitable transfers). You can withdraw from UAH 50 to UAH 30,000 per one request for the service. The daily limit is UAH 100,000, as required by the NBU.
Previously, such a transaction cost 2% of the amount, but not less than UAH 10

According to the national postal operator, in May, about one million rural residents have already used Ukrposhta branches to make payments. Under the new conditions, the expected savings for customers can be up to UAH 5 million per month. This is a significant financial benefit for villagers. Especially in the context of limited access to commercial infrastructure.
Ukrposhta CEO Ihor Smelyansky, in turn , noted that although the company is not yet a bank, it actually performs its functions: it promotes access to financial services where they are needed most. He also emphasized that the launch of Ukrposhta.Bank will bring financial services even closer to rural residents in the future, reducing the digital and geographical gap.
In addition to activating the new package of benefits, Ukrposhta is reforming other financial services (including cash on delivery), planning to launch its own bank and expanding its postal network, including mobile branches in remote regions.
