Paid reservation from mobilisation: the Rada has developed an option

The Verkhovna Rada’s Economic Development Committee has developed a variant of an economic reservation from mobilisation. This was stated by the chairman of the committee, Dmytro Natalukha, "Komersant Ukrainian" reports, citing the press service of the parliament.

Natalukha said that the proposals “allow the employer to independently identify employees who are strategically important for maintaining the business’s vital functions and pay UAH 20,000 per month in military duty for each of them.”

According to Natalukha, Ukrainian businesses “still need reservations because they have to work”.

“If there is no business with its taxes, there will be nothing to pay for our defenders. This may be an unpleasant but obvious truth for some. But, once again, let the business decide for itself which of its employees is strategic. Only business is the main source of taxes and economic development in Ukraine. Whether someone wants it or not. The way through government resolutions is morally and technically outdated,”

– said the MP.

He believes that strategic should be not so much the industries determined by officials, “but rather the specific employees determined by the employer.”

“Economic booking is about a new mechanism of effective interaction between business and the state. And it’s about saving the economy,”

– Natalukha summed up.

Ihor Marchuk, chairman of the Subcommittee on State-Business Interaction and Investment, said that along with economic reservation, economic mobilisation could serve as a partial alternative.

“Economic mobilisation is when, through the mechanism of military labour service, businesses use their resources to provide the necessary services and perform work in areas where businesses have greater competence and efficiency than the military. Examples include procurement, logistics, procurement management, medical services, equipment repair, IT, fortification construction, consumer services, office management, HR, etc. The military personnel released as a result can perform other, more important and specific tasks,”

– marchuk said.

It should be noted that the updated law on mobilisation came into force on 18 May. All men aged 18-60 have 60 days – until 16 July inclusive – to update their registration details.

The Ministry of Defence launched the Reserve mobile application for people liable for military service, conscripts and reservists on 18 May, after the updated law on mobilisation came into force.
