Taxes, excise taxes, grants: how the state budget of Ukraine was filled in October 2025

According to the State Treasury Service, in October 2025, the general fund of the state budget of Ukraine received UAH 186.4 billion. This is reported by "Komersant Ukrainian" with reference to the Ministry of Finance.

Main sources of budget revenues

According to the Ministry of Finance, the main revenues were provided by tax and customs authorities. The budget received the largest amounts from the following taxes and fees:

uAH 50.3 billion in value added tax on goods imported into the customs territory of Ukraine;
uAH 32.1 billion – personal income tax and military duty;
uAH 24.2 billion – value added tax on goods produced in Ukraine (UAH 41.2 billion collected, UAH 17.0 billion refunded);
uAH 22 billion – excise tax;
uAH 4.6 billion – corporate income tax;
uAH 5.4 billion – import and export duties;
uAH 3.4 billion – rent for the use of subsoil.

International assistance is an important source of support

International grants have become another significant source of revenue. In October, Ukraine received UAH 38 billion in non-repayable aid from international partners.

These funds are used to finance social programs, pay the military, and maintain the stability of public finances.

Main sources of income for 10 months of 2025

According to the results of January-October 2025, the general fund of the state budget received UAH 2.1 trillion, in particular

uAH 440.6 billion – VAT on goods imported into the customs territory of Ukraine;
uAH 293 billion – personal income tax and military duty;
uAH 255.8 billion – VAT on goods produced in Ukraine (UAH 403.9 billion collected, UAH 148.2 billion refunded);
uAH 224.3 billion – corporate income tax;
uAH 232.6 billion – excise tax;
uAH 64.5 billion – dividends and part of net profit;
uAH 45.3 billion – import and export duties;
uAH 34.9 billion – rent for the use of subsoil.

In addition to the profit of the National Bank of Ukraine (UAH 84.2 billion transferred in April-May), international aid (grants) remain an important source of revenue, amounting to UAH 346.8 billion.

In general, in January-October 2025, the general and special funds of the state budget received UAH 2.97 trillion in taxes, fees and other payments. The cash expenditures of the state budget for this period amounted to UAH 4.06 trillion, including UAH 3.16 trillion of the general fund.

In January-October 2025, the unified social tax revenues to the pension and social insurance funds amounted to UAH 537.3 billion, of which UAH 58.1 billion was received in October.
