Taxes on card transfers: who may be obliged to pay and how

Ukrainians may be obliged to pay taxes on any financial receipts of individuals, including transfers to bank cards. This was reported on May 21 by Nina Yuzhanina, a member of the European Solidarity faction, on the Kyiv24 TV channel, "Komersant Ukrainian" reports.

According to her, the government is considering strengthening tax discipline among citizens, focusing not on big business, but on ordinary Ukrainians who sell things online or receive money transfers from friends, relatives or clients.

The government may decide to raise taxes. I see an environment being created around me that is conducive to raising taxes. Let’s tax everyone’s personal income. That is, we transferred money to each other’s card, this is your income, pay the tax. If you sell a used item on a digital platform, you have to pay tax,” Yuzhanina said.

Despite the fact that there is no talk of raising the VAT rate, the MP does not rule out that such a step could be considered if the budget situation worsens. At the same time, she warns that any decision should be made taking into account the economic reality, so as not to create additional pressure on business and not to provoke its massive closure or going into the shadows.

I have not yet heard about raising national taxes at the level of indirect VAT taxes. But everything is possible. The main thing here is that this desire to find quick extra money does not drive business out of Ukraine,” the MP emphasized.

It should be noted that according to estimates by MP Yaroslav Zhelezniak of the Voice party, Ukraine currently lacks more than 400 billion hryvnias to finance defense needs. This deficit is becoming more and more noticeable as the war drags on and government spending grows. In this situation, the government is forced to look for new sources of revenue, including by revising the existing tax model.

Experts and human rights advocates have already begun discussing potential risks to taxpayers’ rights, including interference in the personal lives of citizens through control over private transfers. Such changes, according to experts, should be accompanied by transparent implementation mechanisms, clear criteria and guarantees of human rights protection.
