Google tax sets a record for Ukraine: revenues up by a quarter

In the first half of 2025, revenues from the tax on non-resident electronic services (the “Google tax”) increased by more than a quarter compared to the same period last year, "Komersant Ukrainian" reports.
According to the acting head of the State Tax Service, Lesya Karnaukh, non-resident companies transferred USD 85.7 million and EUR 76.5 million to the budget in six months. This is 23% and 26% more than in January-June 2024, respectively.
“132 companies reported on the accrued tax amounts. Among the largest taxpayers are Apple, Google, Valve, Meta, Sony, Etsy, Netflix, Wargaming, Bolt, OpenAI, Ebay, and other global corporations,” noted Karnaukh.
The number of registered non-residents providing electronic services to Ukrainians is also growing. Currently, there are 141 companies, which is 16 more than last year. In the last quarter alone, five new taxpayers were added to the list.
According to Danylo Hetmantsev, chairman of the Parliamentary Committee on Finance, Taxation and Customs Policy, the volume of taxable electronic services increased by 19.4% compared to last year.
The State Tax Service clarifies that in the first half of 2025, VAT was declared in the amount of more than UAH 7 billion, which is 1.1 billion more than in 2024. At the same time, actual revenues amounted to almost UAH 10 billion in January-July.

The so-called “Google tax” was introduced in June 2021, when the Verkhovna Rada adopted amendments to the Tax Code.
Since then, all large international companies that provide electronic services to individuals in Ukraine have been obliged to pay 20% VAT.
This applies not only to search engines and social networks, but also to online cinemas, gaming platforms, cloud services, and marketplaces.
