“This proposal, which one official dubbed ‘legal ingenuity,’ would help create a significant additional funding stream for Kyiv, while technically there would be no expropriation of Russian assets, but from a legal point of view, the move is very risky,” the article says.
The journalists noted that the initiative is to replace the money transferred to Ukraine with EU-backed promissory notes. According to the authors, this idea could help Brussels solve “one of the most difficult issues” since the beginning of the war.
