A police officer in every community: Ministry of Internal Affairs announces large-scale changes for 2025

By the end of 2025, the Ministry of Internal Affairs of Ukraine plans to ensure the presence of police officers in all communities of the country, except for those directly located near the front line. This was stated by Interior Minister Ihor Klymenko during the presentation of the Government Action Program, "Komersant Ukrainian" reports

During the discussion panel, the Minister spoke about the work of the bodies and units of the Ministry of Internal Affairs and security projects that are already successfully operating in communities.

These include the Community Police Officer, the Community Rescue Officer, and the Educational Security Service. The Minister emphasized the importance of building Security Centers and launching the 112 Service throughout Ukraine, and also noted the work of the bodies and units of the Ministry of Internal Affairs on the front line.

According to the Minister, this initiative should significantly reduce the response time to calls and strengthen the security presence in the regions.

Klymenko noted that thanks to the implemented security projects, the response time and assistance in territorial communities has been reduced to 20 minutes.

“Response time and assistance should be minimal. Previously, this help could take an hour and a half, but now a mobile patrol should arrive in the village within 20 minutes. Each community has one, two, or even three police officers who are fully responsible for the security situation together with the community leadership. We understand that the more we increase our security presence in communities, the more our people will be confident that they are protected,” the Interior Minister said.

In addition, the Ministry of Internal Affairs is simultaneously expanding the project “Rescue Officer in Every Community”, which is already operating in more than 200 territorial communities. Currently, there are more than 600 rescuers in Ukraine, and by the end of the year their number will increase to 2400. They will work together with police and volunteer fire brigades.

“The more we strengthen our security presence in communities, the more people will be confident in their own protection,” added Klymenko.

When describing the joint project with the Ministry of Health, the Minister of Internal Affairs of Ukraine noted that there are currently 42 Security Centers in Ukraine. By the end of 2026, it is planned to open 6 more stationary and 50 mobile Security Centers, which will operate in the frontline areas.

Ihor Klymenko also informed about the work of the communication centers of the single emergency number 112, which covered almost the entire territory of Ukraine. The Interior Minister noted that in just one year, 112 operators received 2 million 900 thousand calls.

By calling 112, you can call several emergency services at the same time. This significantly reduces the response time and, accordingly, increases the level of security for citizens. Operators also speak sign language and foreign languages.
