Police opened proceedings over contributions from Ukrposhta parcels

Law enforcement agencies have launched a pre-trial investigation into possible abuse of office by officials of Ukrposhtaand the Kyiv School of Economics (KSE) charity fund. This was reported by MP Oleksiy Goncharenko, citing the response of the National Police of Ukraine to his parliamentary inquiry, according to "Komersant Ukrainian".

The case concerns the practice of transferring 1 hryvnia from each parcel to the account of the KSE fund, which is headed by former Economy Minister Tymofiy Mylovanov. Ukrposhta CEO Ihor Smelyansky is also involved in the case.

What is the essence of the case

According to the police, the investigation was launched into possible abuse of office “for the purpose of obtaining unlawful benefits by charging parcel recipients an additional fee when paying for delivery services.”

The pre-trial investigation is being conducted by the investigative department of the Shevchenkivskyi Police Department in Kyiv.

The position of the initiator of the appeal

Oleksiy Goncharenko stated that the purpose of his appeal was to find out how the funds transferred to the fund from each parcel were used. Earlier, he called on the State Audit Service of Ukraine to conduct an audit of the expenses.

What the parties involved say

Ukrposhta transfers 1 hryvnia from each parcel to the KSE fund account. Tymofiy Mylovanov previously issued a statement saying that the issue of transparency in the use of funds had already been addressed, and Forbes had published a detailed list of expenses.

In addition, amid public debate over contributions and expenses for the company’s rebranding, Ihor Smelyansky filed a complaint with the National Anti-Corruption Bureau of Ukraine, accusing Oleksiy Honcharenko of hidden political advertising and inconsistencies between his income and declared assets.

The investigation is currently in its early stages, and law enforcement agencies are investigating the circumstances of the possible offense.
